Overview
The flares are 15-minute road flares.
To get the most screen accurate look, you'll want to get an older stock of flares since the newer ones lack the pull tab on the plastic cap. Additionally, you can paint the flares a deeper red to match more closely to the film.
In the video below, around the 6:14 mark, we discuss the flares that can be found in the King Pelican Case.

Substitutes
You can buy nearly accurate 15-minute road flares from various sources (Advance Auto, Ebay, Amazon, etc).
One thing to keep in mind is that newer stock of flares differ slightly than the kind use in the film. The flares used in the film had a plastic pull tab on the bottom portion of the flare cap.
Installation
The flares are installed inside the King Pelican Case in the middle between the MBS-410 Searchlight (left) and the Kidde Fire Extinguisher (right).
It is assumed that there are at least 2 layers of flares in each slot inside the Pelican case (6 in total).
